CONSUMER SAFETY AND HEALTH EFFECTS RESEARCH LABORATORIES

Refik Saydam National Public Health Agency, has been restructured along with the course of European Union nomination, regarding attempt of application, development and generalization of the use of protective health services; test-analysis services directed towards production, controling, monitoring, authorization and reference services; technical and scientific subjects such as expertise and vocational training.

Within the scope of preventive health services, authorization-certification, control, monitoring, research and prosecution services are carried out in our laboratories. In this regard, the conformance to national legislations and international norms of water and packaging materials, toys, import related products for special medical purposes, residual materials, any kind of materials arrived because of poisoning, biocides, disinfactants, air aromatized materials, detergents and any kind of cleaning materials are searched.      

While improving institutional capacity, significant benefit has been drived from European Union supported Projects (focusing on water and biocidal products, toys, Good Laboratory Practice and various trainings). It was aimed to strengthen the infrastructure of quality, in order to ensure European Union Standards, 37 parameters, primarily the parameters of water analysis, have been accredited within the scope of accreditation activities according ISO 17025, accreditation of many other parameters are underway.

FUNCTIONS  

· Carrying out organoleptic, physical, chemical and microbiological analysis, within the scope of relevant legislations, of samples of waters intended for human consumption (drinking, potable, spring waters), mineral waters and thermal waters that are subjected to a licence, inspection, control monitoring and analysis of private samples,

· Carrying out analysis of surface waters from which drinking water is planned to be provided, swimming waters, sea waters, waste waters and thalassotheraphy aimed waters,

· Carrying out analysis of nutritional products for medical purposes subjected to a licence, import and control, carrying out microbiological and toxicological analysis in other foods, and carrying out studies concerning epidemiology of nutrional diseases, food poisoning, rational nutrition of public,   

· Carrying out physicochemical analysis and microbiological efficiency tests of pesticides and disinfectant materials (used in surface, tools and pools) used for controlling and destroying, repelling, paralysing or enticing pests found in human living spaces,

· Carrying out element analysis (such as mercury, lead…etc.) in biological samples (such as blood, urine, nail, tissue…etc) related to staff and public health,

· Carrying out flammability, chemical, mechanical and physical analysis, anticipated in legislation related to safety, of toys designed and manufactured to be used in plays of children under 14 years of age, carrying out activities to make consumers conscious of toy safety,   

· Carrying out analysis directed towards licence and control in peloid samples,

· Carrying out chemical analysis in samples with unknown content within the scope of research of Chemical, biological, radiation and nuclear samples,

· Carrying out any kind of analysis concerning subjects appointed by main service units of Ministry of Health within the scope of market surveillance and that serve as a basis for market surveillance, carrying out label and file inspection,

· Carrying out research activities and issuing scientific papers concerning any kind of subject within the fields of activity, improving standards and methods, organising meetings, courses and seminars, providing trainings to other institutions and individuals,

· Carrying out coordinated, supportive activities or projects together with units of Ministry, Provincial Directorates, other governmental institutes, universities, private sector while undertaking scientific and technologic services at national level,

· Making a proposal to the Ministry for establishing a new laboratory, working groups or units when required.

RESEARCH ACTIVITIES
· Research of new analysis methods due to improving technology, new legislations and consumer habits,
· Development of common methods with international institutions,
· Common research activities with universities,
· Internal reseach projects,
· Research of developments in international legislations.

TRAINING ACTIVITIES
· In-service trainings in paralel to technical and scientific developments given to technical personel of Provincial Directorates and Public Health Laboratories,  
· Organising trainee courses for students of relevant departments of universities and schools equivalent to high schools within the scope of a specific program,
· Issuing scientific papers, thesis, brochures and periodicals.
