Detailed Information About the Tender of Consultancy Service to be Procured for Capacity Building and Reorganization Studies of Refik Saydam National Public Healty Agency Presidency SCOPE OF WORK
Refik Saydam National Public Healty Agency Presidency, which has been delivering various and vital services as the only research and development agency in the health field, will be restructured in accordance with the international model institutions and their implementations, and in conformity with the “new organization and management model” determined as to the evaluation of the current situation.
The national/international consultancy service to be procured within this scope and to comprise multidisciplinary fields of expertise, will fulfill the following assignments to be applied on the piece of land allocated for the Institution in the centre and on selected pilot areas in the region and as per relevancy, by implementing the rules of the Chemical/Animal/Biological Safety Level (BSL) 1&2&3 and 4 for rooms and laboratories of the service units such as research and reference laboratories, animal units etc. of the production and control units and buildings, which have been required in order to enable the RSHMB to deliver service nationwide as an expert body and a national focal point, and to work in coordination with the Ministry of Health more efficiently.
In this framework, the consultancy services will include the following outlined below:
a. Fulfilling required works to be done for detailed feasibility report by using the available preliminary feasibility report, b. Preparing the master plans (1/1000), c. Preparing the basic design drawings (1/200), d. Preparing the list of drawings required for the next steps following the basic designs to be submitted in the context of the executive design; preparing all technical documents and specifications required for the executive design drawings and compiling necessary detailed technical information and the documents,
The work shall be performed by the Consultant Firm for Adana Pilot Regional Directorate gross area, which shall be 8864 m2, Central premises’ gross area 44564 m2, Medical Products, Drugs and Cosmetics Assessment Laboratory’s gross area 19073 m2, which make 72501 m2 in total. Within this framework, the details are given below for the RSHMB’s Main Premises and pilot region:
1. Infectious Diseases’ Units a. Common biosafety level-4 (P4) laboratories b. Common biosafety level -3 (P3) laboratories c. Common biosafety level-2 (P2) laboratories d. Emergency Preparedness and Response Laboratories e. Virology laboratories f. Bacteriology and mycology laboratories g. Tuberculosis laboratories h. Parasites and zoonotic laboratories i. Immunology laboratories j. Epidemiology units k. Culture and sera collection laboratories and storing areas l. Common PCR diagnostic laboratories m. Common serology laboratories n. Support units and offices Biosafety Level (BGS) 1&2&3 or 4 rules will be applied in these laboratories as to layout and the basic design will be prepared accordingly.
2. Consumer Safety and Health Impacts Evaluation Units a. Chemical emergency preparedness and response laboratories b. Microbiological analysis laboratories c. Chemical analysis laboratories d. Health impacts of nuclear substances and radiation laboratories e. Poison Consultancy Center f. Support units and offices Chemical Safety Level (CSL) 1,2,3 or 4 rules will be applied in these laboratories as to layout and the basic design will be prepared accordingly.
3. Serum, Antigen and Antiserum Production Units a. Ultra-clean process laboratories of serum production places in GMP standards to be used for patients b. Serum production quality control laboratories in GLP standards c. Storing areas for serum types produced in GMP standards d. Experimental vaccine production laboratories e. Antigen and antiserum production laboratories f. Storing areas for antigen and antiserum production g. Support units and offices
4. Drugs, Cosmetics, Biological Product and Medical Device Control Units a. Control laboratories for drugs and similar products b. Biological products control laboratory c. Special analysis control laboratory d. Drugs laboratories with common biosafety level-3 (P3) e. Drugs laboratories with common biosafety level-2 (P2) f. Medical device control laboratories g. Research and control unit for medical products and animals h. Support units and offices
5. Common areas to be used by the units working on public health in RSHMB and the MoH a. National Focal Point Unit b. Health promotion and chronic diseases unit c. Mother and child care unit d. Automatic cage washing and filling and sterilization areas j.
